No — never. Councils don't publish homeowner contact details and we'd never share that if they did. It's a data-protection thing, and it's not what Planning Feed is about.
What you do get — wherever the council publishes it — is the agent or architect's name, phone number, and email. That's the person specifying the work, briefing the trades, and writing the spec. They're the one you want to reach. Every lead also includes the site address, description of works, and planning reference — enough to post a leaflet, send a letter, or knock on the door the same weekend the application lands.
We scan every council every night at 3am. A planning application filed on Monday will be in your Tuesday morning digest. Most councils list applications 1–3 days after they're validated.
